circulationWelcome to the Thousand Oaks Library! To apply for a library card, fill out an online application or apply in person at the Library. Bring a valid photo identification listing your current residence address to complete the online application process and obtain a library card with full borrowing privileges. Any person residing in California may apply for a Thousand Oaks library card free of charge. Children under the age of 18 will need to have a parent or guardian present in order to get a library card.

Your library card grants you privileges to use the physical and virtual materials provided by the Thousand Oaks Library. By agreeing to have access to these privileges, you are also agreeing to your responsibility regarding the use of the library’s resources. Your Thousand Oaks Library card is an important card, similar to a credit card. Please treat it accordingly. You are responsible for all materials checked out on your card and on the card of your minor child under the age of 18. A library card is not transferable, and only you may use it.

All Thousand Oaks Library cards must be renewed every 3 years to ensure that patron contact information is up-to-date. By keeping your account information current, patrons will be able to receive library notices in a timely manner. Cardholders must visit the Grant R. Brimhall Library or the Newbury Park Library to present one of the required forms of identification in order to renew or validate their card. If your address has changed, please update your address at a Circulation Desk during your next visit.

A visible alert will show up in My Account up to 30 days before the card expiration date. Inactive accounts or temporary library accounts without address verification will be automatically expired and unavailable for use.

If a library card is lost, or there is a change in address, please notify the Library immediately. Library staff will put a “stop” on all activity on a lost card, and issue a new card. A $2.00 replacement fee will be charged to replace a lost or damaged library card.

Examples of acceptable proof of address are:

  • Valid California Driver's license, California identification card, or other Picture ID with current address (hand-written address on the back is not acceptable)
  • Current Vehicle Registration
  • Current Temporary Driver's License
  • Current rent receipt
  • Recent (60 days) utility bill
  • Current property tax bill
  • Current (60 days) imprinted statement, such as Mastercard or Visa
Note: A Post Office Box is not acceptable.

Card holders may be asked at any time to present identification verifying their contact information. This process will assist library staff in keeping your patron account current.


Borrowing Limits

Most circulating materials may be auto-renewed two times for half the original circulation period. Items cannot be renewed if they are Book Club in a Box, Interlibrary Loan items, or hold for another person. See Ask a Librarian FAQ for more information.

While the Libraries are now fine-free, patrons remain responsible for fees charged for lost or damaged items. Depending on the items, items not returned within 4 or 10 days of their due date will go to billed status, and patrons will be billed for the item’s replacement cost plus a $3 processing fee. The account will be blocked with any billed items or fines over $20.
