Code of Conduct

Ensures that library patrons and staff may use or provide Library services, resources, and facilities without undue disturbance or unreasonable interference.

Collection Development Policy

The Collection Development Policy guides the selection of materials as it does the development of services and the allocation of resources.

Freedom to read

"Freedom to read" is the fundamental principle that everyone has the right to choose what they read, supported by organizations like the Freedom to Read Foundation (FTRF) and the American Library Association (ALA) to counter censorship and promote access to diverse information, enshrined in foundational documents.

Freedom to View

The Freedom to view, along with the freedom to speak, to hear, and to read, is protected by the First Amendment to the Constitution of the United States. In a free society, there is no place for censorship of any medium of expression.

Interlibrary Loan Policy

Interlibrary Loan (ILL) is a reciprocal service among libraries in North America, and it is at the discretion of the owning library whether to lend the item. Patrons are responsible for the cost of any damaged or lost ILL items per the lending library’s policy.

Internet Policy

The Internet offers access to many valuable local, national, and international sources of information.

Meeting Room Policies and Regulations

The meeting rooms of the Thousand Oaks and Newbury Park Libraries are available to the public when not in use for Library or City activities.

Patron Privacy

The Library scrupulously follows California state law as it pertains to the confidentiality of patron information.
